Hi,
you need to have the stockcars installed.

The "RS_201203_SC_Watkins.rfmod" will be downloaded automaticly when you try to connect to the server. It only tells your game which content is needed.
In this case the stockcars (normally standard content, which should already be subscribed in Workshop, else try to subscribe again): steamcommunity.com/sharedfiles/filedetails/?id=2183577229
and WatkinsGlen: steamcommunity.com/sharedfiles/filedetails/?id=1508582012

The administrator has disabled public write access.
